Meet Our Director

Philip brings two decades of experience in the Mississippi state legislature and a deep understanding of government operations to assist clients in crafting and executing legislative strategies, overcoming regulatory challenges, and exploring opportunities for economic growth. With a focus on delivering solutions to complex issues, he offers informed guidance on how best to engage with officials at the local, state, and federal levels—both in Mississippi and nationwide.

Before joining Balch, Philip built a career rooted in public service and the law. After several years of practicing law, he was elected to the Mississippi House of Representatives in 2004. In 2012, he was selected as the 61st Speaker of the House, a role he held for over a decade.

“My years in the legislature gave me both the insight and the drive to help clients successfully work within the framework of government,” says Philip. “Returning to my legal background at Balch allows me to continue that service in a new way.”
